a few things up.

Turn off your internal stop tap if it is safe to reach, and keep away from wet electrics and any sagging ceiling. Do not force a stuck valve. Contact Tom or your water supplier if you cannot isolate the supply.
Read the stop-tap guideOften under the kitchen sink, in a utility room, under the stairs or close to where the water pipe enters your home. In a flat, check with your building manager if the supply is shared or the valve is not clearly labelled.
Describe the problem, when it started, the affected fitting and whether the water is isolated. Your postcode and the make or model can help. Ask whether the quote includes labour, parts, VAT and any call-out charge.
A worn washer or ceramic cartridge is a common cause. Tightening the handle harder is unlikely to help and can damage the fitting. The correct replacement part depends on the tap model.
